Policy Frameworks for Sustainable Urban Development: Governance Challenges and Strategic Solutions

Abstract

The accelerated urbanisation has increased environmental, economic and social pressures on urban areas, which are making efforts to achieve sustainable urban development more difficult. The role of policy frameworks is critical in the challenges, but governance related issues may impede the successful implementation of policy frameworks. The aim of this study is to conduct a comprehensive review of the current policy approaches for sustainable urban development and to assess what are the major issues in governance and what are the strategies to address them? The review incorporates the results of peer-reviewed literature, reports from global policies and urban development case studies, and examines the patterns in policy design, implementation and outcomes. The analysis shows that there are several recurring challenges, including institutional fragmentation, inter-agency coordination problems, budgetary limitations on mechanisms to provide funding, and low levels of involvement by stakeholders. Sustainability efforts in urban settings are hindered by these challenges to a great deal. The paper recommends an integrated governance approach that focuses on multi-level governance, digital governance tools, participatory governance, and innovative financing mechanisms. The study adds to the existing knowledge base by providing a single and holistic view of the policy and governance landscape, as well as some actionable recommendations to improve sustainable urban development outcomes.
